I can't judge whether this definition defines the answer.

'bond's confiscation of papers' is the wordplay.
I cannot quite see how this works, but
'papers' could be 'id' (short for identification papers) and 'id' is found within the answer.
'bond's' could be 'ties' (both can mean a connection) and 'ties' is found in the remaining letters.
No letters remain.
This explanation may well be incorrect...
