I believe the answer is:

This clue might be a double definition.

'boxers hanging' is the first definition.
The definition and answer can be both man-made objects as well as being singular nouns.
Maybe there's an association between them I don't understand?

'out here?' is the second definition.
Although both the answer and definition are singular nouns, I can't understand how one could define the other.

(Other definitions for clothesline that I've seen before include "Where washing dries" , "It may be used after 12 18" , "Washing supporter" .)
