'near schools' is the definition.
I don't know anything about this answer so I cannot tell whether this works.

'boy that is tucking into sweets they're often found' is the wordplay.
I cannot really understand how this works, but
'boy' could be 'ad' and 'ad' is located in the answer.
'found' could be 'lie' (I've seen this before) and 'lie' is found in the remaining letters.
'sweets' could be 'lollipops' (lollipop is a kind of sweet) and 'lollipops' is located in the leftover letters.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
