I believe the answer is:
blizzard
'weather feature' is the definition.
'blizzard' can be an answer for 'weather' (I have seen 'awful weather' mean 'blizzard' so perhaps 'weather' could also mean 'blizzard'). I am not certain of the 'feature' bit.
I don't understand the rest of the clue.
