'base next' becomes 'low' (synonyms. I am not sure about the 'next' bit.).
'to' means one lot of letters go next to another (I've seen this in other clues).
'tip' becomes 'bung' (synonyms).
'a'+'low'='alow'
'alow' put after 'bung' is 'BUNGALOW'.
