(I have seen 'Large building' mean 'palace' so perhaps 'building' could also mean 'palace')

'location around starting point' is the wordplay.
'location' becomes 'place' (a location is a place).
'around' means one lot of letters goes inside another.
'starting point' becomes 'A' (as in the phrase 'get from A to B').
'place' placed around 'a' is 'PALACE'.

(Other definitions for palace that I've seen before include "Royal residence" , "See 10" , "Royal mansion" , "Locality round a monarch's official residence" , "Head of state's residence" .)
