'built-up area' is the definition.
'township' can be an answer for 'area' (I have seen 'urban area' mean 'township' so perhaps 'area' could also mean 'township'). I'm unsure of the 'built-up' bit.

'wrongly shown surrounded with rubbish' is the wordplay.
'wrongly' indicates anagramming the letters (I've seen this in other clues).
'surrounded with' is an insertion indicator.
'rubbish' becomes 'tip' (I can't justify this - if you can you should believe this answer much more).
'shown' anagrammed gives 'ownsh'.
'ownsh' inserted within 'tip' is 'TOWNSHIP'.
