I believe the answer is:
local call

(phonecall to somewhere near by)

I cannot really see how this works, but
'in the neighbourhood?' could be 'local' (I've seen this before) and 'local' is located in the answer.
The remaining letters 'call' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
