I believe the answer is:

local call

I'm a little stuck... Click here to teach me more about this clue!

'buzz in the neighbourhood?' is the definition.
(phonecall to somewhere near by)

'buzz in the neighbourhood?' is the wordplay.
I cannot really see how this works, but
'in the neighbourhood?' could be 'local' (I've seen this before) and 'local' is located in the answer.
The remaining letters 'call' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for local call that I've seen before include "Communication by phone" , "Not a long-distance phone connection" , "it's not a long distance" .)

I've seen this clue in The Times.
