'by no means the whole of the matter' is the definition.
I don't know anything about this answer so I can't tell whether it can be defined by this definition.

'by no means the whole of the matter' is the wordplay.
I cannot really understand how this works, but
'by' could be 'of' and 'of' is located in the answer.
'no' could be 'notabit' (I've seen this in another clue) and 'notabit' is located in the answer.
'the' could be 't' (the is pronounced as a 't' sound in some dialects) and 't' is present in the answer.
'matter' could be 'i' (I is an example) and 'i' is found in the answer.
No letters remain.
This explanation may well be incorrect...

(Other definitions for not a bit of it that I've seen before include "No way!" , "All or nothing" .)

I've seen this clue in The Globe and Mail.
