I cannot quite see how this works, but
'call' could be 'oi' (call used to attract attention) and 'oi' is found within the answer.
'vote' could be 'poll' (polling is a kind of voting) and 'poll' is found in the answer.
The remaining letters 'hoi' is a valid word which might be clued in a way I don't understand.
This may be the basis of clue (or it may be nonsense).

(Other definitions for hoi polloi that I've seen before include "ordinary people" , "(Often derogatory) term for the masses or common people" , "Proletariat" , "Plebs" , "vulgar rabble" .)
