I believe the answer is:
ruled
'called the shots' is the definition.
(I've seen this in another clue)
'straight lines on paper' is the wordplay.
I cannot quite see how this works, but
'lines' could be 'l' (abbreviation as in lines of poetry) and 'l' is found within the answer.
The remaining letters 'rued' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
