'capital way to supply' is the wordplay.
'capital way' becomes 's' (Compass direction - South. I am not sure about the 'capital' bit.).
'to' says to put letters next to each other (I've seen this in other clues).
'supply' becomes 'horse' (horsing is a kind of supplying).
's' after 'horse' is 'HORSES'.
