I believe the answer is:

spare tyre

'car part' is the definition.
'spare tyre' can be an answer for 'part' (I have seen 'Part of corporation' mean 'spare tyre' so perhaps 'part' could also mean 'spare tyre'). I am unsure of the 'car' bit.

I cannot understand how the remainder of the clue works.
