Carrying charge after schedule loses gagging clause? (7)

Ross

I believe the answer is:

postage

I'm a little stuck... Click here to teach me more about this clue!

'clause?' is the definition.
The definition and answer can be both related to communication as well as being singular nouns.
Perhaps they are linked in a way I don't understand?

'carrying charge after schedule loses gagging' is the wordplay.
I cannot quite understand how this works, but
'after' could be 'post' (prefix meaning after, eg post-war) and 'post' is found in the answer.
The remaining letters 'age' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for postage that I've seen before include "Cost to send a mail item" , "Mailing cost" , "Cost of sending letter" , "Delivery cost" , "It could be first-class" .)

I've seen this clue in The Guardian.
