'one comes drunkenly home' is the wordplay.
'one comes drunkenly' becomes 'reels' (I can't justify this - if you can you should believe this answer much more).
'home' becomes 'in' ('he's home' can mean 'he's in').
'reels'+'in'='REELS IN'

'as' acts as a link.
