'amendments' can be an answer for 'changes' (amendment is a kind of change). I'm not certain of the 'in speech' bit.

'implied stopping reparation' is the wordplay.
'implied' becomes 'ment' (I am not sure about this - if you are sure you should believe this answer much more).
'stopping' indicates putting letters inside (stopping can mean blocking a gap).
'reparation' becomes 'amends' (both can mean making up for doing something wrong).
'ment' put inside 'amends' is 'AMENDMENTS'.

(Other definitions for amendments that I've seen before include "adjustments required" , "Changes to parliamentary bill" .)
