(I have seen 'line of verse' mean 'bob' so perhaps 'line' could also mean 'bob')

'chap hanging' is the wordplay.
'chap' becomes 'bo'.
'hanging' becomes 'b' (I can't explain this - if you can you should believe this answer much more).
'bo'+'b'='BOB'
