(I know that commit can be written as perpetrate)

'charge' becomes 'rate' (rate is a kind of charge).
'for' says to put letters next to each other (I've seen this in other clues).
'each' becomes 'per' ('per' can mean for each).
'favourite' becomes 'pet' (synonyms).
'per'+'pet'='perpet'
'rate' after 'perpet' is 'PERPETRATE'.

'to' acts as a link.

(Other definitions for perpetrate that I've seen before include "perform" , "Commit (crime)" , "Be responsible for" , "Commit (a bad action)" , "Act" .)
