'following ladies around' is the wordplay.
'following' becomes 'f' (used when citing page numbers etc).
'ladies' becomes 'loo' (as in the ladies toilet).
'around' says the letters should be written in reverse.
'loo' in reverse letter order is 'ool'.
'f'+'ool'='FOOL'

(Other definitions for fool that I've seen before include "Ass - clown" , "Part of 1 25 [KING LEAR]" , "Hoax" , "Dessert of pureed fruit and cream" , "Nincompoop" .)
