I cannot quite see how this works, but
'charlie' could be 'c' (phonetic alphabet: alpha, bravo, charlie etc.) and 'c' is located in the answer.
'border' could be 'lip' (I've seen this in another clue) and 'lip' is present in the answer.
This accounts for all the letters.
