I believe the answer is:

'cheat' is the definition.
(I've seen this before)
'and solve this clue perhaps' is the wordplay.
I cannot really understand how this works, but
'and' could be 'n' (common abbreviation for 'and') and 'n' is located in the answer.
'solve' could be 'do' (as in doing a crossword!) and 'do' is found within the answer.
The remaining letters 'dow' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).
