Crossword Genius

Cheat people (5)

Ross

I believe the answer is:

welsh

I'm a little stuck... Click here to teach me more about this clue!

This clue might be a double definition.

'cheat' is the first definition.
(I know that welsh is a type of cheat)

'people' is the second definition.
Although both the answer and definition are verbs in their base form, I can't understand how one could define the other.

Can you help me to learn more?

(Other definitions for welsh that I've seen before include "and 14 Down: Melted cheese on toast" , "From Swansea, say?" , "So-called rabbit" , "Of bookie, decamp without paying out winnings" , "Native to, eg, Cardiff" .)

I've seen this clue in The Globe and Mail.
