'cheerful as the' is the definition.
I don't know anything about this answer so I cannot judge whether this works.

'sunny outdoors?' is the wordplay.
I cannot quite see how this works, but
'sunny' could be 'bright' (similar in meaning) and 'bright' is present in the answer.
'outdoors?' could be 'air' ('air' can be a synonym of 'outdoors') and 'air' is located in the answer.
The remaining letters 'andy' is a valid word which might be clued in a way I don't understand.
This may be the basis of clue (or it may be nonsense).

I've seen this clue in the Sydney Morning Herald.
