'up with scottish course' is the wordplay.
'up with' says the letters should be written backwards (move letters in down clue up).
'scottish' becomes 'lop' (I am not sure about this - if you are sure you should believe this answer much more).
'course' becomes 'Troon' (Royal Troon Golf Club, a golf course).
'lop' reversed gives 'pol'.
'pol'+'troon'='POLTROON'

'cut' acts as a link.
This may not be right. It may be part of another bit of the clue.
