City had not been prepared for rising (6)
I believe the answer is:
warsaw
'city' is the definition.
(Warsaw is an example)
'been prepared for rising' is the wordplay.
'been' becomes 'was' (being is a kind of being).
'prepared for' becomes 'raw' (I can't justify this - if you can you should believe this answer much more).
'rising' says the letters should be written backwards (going up in a down clue).
'was'+'raw'='wasraw'
'wasraw' written backwards gives 'WARSAW'.
'had not' is the link.
I am not very happy about this link. Some or all of it may belong to another bit of the clue.
Can you help me to learn more?
(Other definitions for warsaw that I've seen before include "Capital city of Poland" , "Capital city on the Vistula" , "Poland's largest city" , "Polands capital" , "Polish capital" .)
