romeo

'for lover' is the definition.
(I've seen this in another clue)

'city has nothing' is the wordplay.
'city' becomes 'rome' (Rome is an example).
'has' is a charade indicator (letters next to each other).
'nothing' becomes 'O' (looks like zero - 0).
'rome'+'o'='ROMEO'

(Other definitions for romeo that I've seen before include "Juliet's swain" , "Tragic Shakespeare hero" , "He was known for loving" , "Comms code for R" , "Famous lover" .)
