I believe the answer is:

This might be a double definition.
'clamps' is the first definition.
Although both the answer and definition are plural nouns, I can't see how they can define each other.
'weaknesses of character' is the second definition.
'vices' can be an answer for 'weaknesses' (I have seen 'Moral weaknesses ' mean 'vices' so perhaps 'weaknesses' could also mean 'vices'). I am not sure about the 'of character' bit.
