'clock part' is the definition.
'second hand' can be an answer for 'part' (I have seen 'part of watch' mean 'second hand' so perhaps 'part' could also mean 'second hand'). I am not sure about the 'clock' bit.

I cannot understand how the remainder of the clue works.
