Closed group, as requested (2,5)
I believe the answer is:
to order
'as requested' is the definition.
(as in items made to order)
'closed group' is the wordplay.
I cannot really understand how this works, but
'group' could be 'order' (order is a kind of group) and 'order' is present in the answer.
The remaining letters 'to' is a valid word which might be clued in a way I don't see.
This may be the basis of clue (or it may be nonsense).
(Other definitions for to order that I've seen before include "In fulfilment of an instruction" , "as required" , "In accordance with specification" , "As specified" .)
