freewheel

'coast' is the definition.
(freewheeling is a kind of coasting)

'not bound to turn' is the wordplay.
'not bound' becomes 'free' ('free' is the opposite to 'bound').
'to turn' becomes 'wheel' (I've seen this before).
'free'+'wheel'='FREEWHEEL'
