'perpetrate' can be an answer for 'commit' (synonyms). I am unsure of the 'offence' bit.

'upsetting agent with favourite review' is the wordplay.
'upsetting' says the letters should be written backwards.
'agent' becomes 'rep' (short for representative).
'with' means one lot of letters go next to another.
'favourite' becomes 'pet' (synonyms).
'review' becomes 'rate' (I've seen this in another clue).
'rep' written backwards gives 'per'.
'per'+'pet'+'rate'='PERPETRATE'
