I cannot quite understand how this works, but
'constitutional' could be 'walk' (I've seen this in another clue) and 'walk' is found in the answer.
'address' could be 'talk' (both can mean a formal speech or presentation) and 'talk' is found in the answer.
'that is' could be 'ie' (short for Latin 'id est', 'that is') and 'ie' is present in the answer.
This may be the basis of the clue (or it may be nonsense).
