'redeem' can be an answer for 'free' (I've seen this before). I'm not sure about the 'from blame' bit.
'communist seems to reject outsiders' is the wordplay.
I cannot quite understand how this works, but
'communist' could be 'red' (red can informally mean communist) and 'red' is found within the answer.
This may be the basis of the clue (or it may be nonsense).
