Conclude popular official has been recalled (5)

I believe the answer is:
infer
'conclude' is the definition.
(inferring is a kind of concluding)
'popular official has been recalled' is the wordplay.
I cannot really see how this works, but
'popular' could be 'in' ('in' can mean trendy) and 'in' is present in the answer.
The remaining letters 'fer' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...

(Other definitions for infer that I've seen before include "Conclude by reasoning" , "Derive as a consequence" , "Draw a conclusion" , "Draw meaning from" , "Take finer meaning from" .)
