'Indianan' can be an answer for 'inhabitant' (Indianan is an example). I am unsure of the 'of the midwest' bit.

'country name given to an' is the wordplay.
I cannot quite see how this works, but
'country' could be 'india' (India is an example) and 'india' is located in the answer.
'name' could be 'nan' and 'nan' is found within the answer.
This accounts for all the letters.
This may be the basis of the clue (or it may be nonsense).
