'in' means one lot of letters goes inside another.
'resort' indicates anagramming the letters (re-sort the letters).
'a'+'butlins'='abutlins'
'abutlins' with letters rearranged gives 'tibunals'.
'r' put within 'tibunals' is 'TRIBUNALS'.
