I believe the answer is:

I believe this clue is a quadruple definition!!
'cover' is the first definition.
(I've seen this in another clue)
'story' is the second definition.
(story given by a suspect in an investigation)
'to drag' is the third definition.
The answer and definition can be both to do with communicating as well as being verbs in their base form.
Perhaps there's an association between them I don't understand?
'out of garibaldi' is the fourth definition.
'alibi' can be an answer for 'out' (I've seen this in another clue). I'm not certain of the 'of garibaldi' bit.
