'supporting' says to put letters next to each other (in a down clue, some letters go below others).
'in motion?' is an anagram indicator (I've seen this in other clues).
'the'+'police'='thepolice'
'thepolice' with letters rearranged gives 'helicopte'.
'r' after 'helicopte' is 'HELICOPTER'.
