I believe the answer is:

'turning point' can be an answer for 'time' (I have seen 'Time of change ' mean 'turning point' so perhaps 'time' could also mean 'turning point'). I am unsure of the 'critical' bit.
'in record centre' is the wordplay.
I cannot really understand how this works, but
'in' is within the answer.
This may be the basis of clue (or it may be nonsense).
