The answer and definition can be both to do with motion as well as being present participle verbs.
Perhaps there's an association between them I don't understand?

'cuckoo' indicates anagramming the letters (I've seen this in other clues).
'and' is a charade indicator (letters next to each other).
'pigeon' put after 'tit' is 'titpigeon'.
'titpigeon' anagrammed gives 'TIPTOEING'.
