The answer and definition can be both to do with creating things as well as being verbs in their -s form.
Maybe you can see a link between them that I don't see?

'grass' becomes 'reed' (type of grass plant).
'in' is an insertion indicator.
'manure initially?' becomes 'bs' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'reed' going inside 'bs' is 'BREEDS'.
