I believe the answer is:
all in
'with no extra charges?' is the definition.
(all in can mean all for the same price)
'curfew fully obeyed' is the wordplay.
I cannot really see how this works, but
'fully' could be 'all' (I've seen this in another clue) and 'all' is found in the answer.
The remaining letters 'in' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
