streak

'run out of clothes' is the definition.
(to streak is to run while naked)

'cut and run inside' is the wordplay.
I cannot really see how this works, but
'run' could be 'r' (cricket abbreviation) and 'r' is found within the answer.
'cut' could be 'steak' (steak is a kind of cut) and 'steak' is present in the remaining letters.
This accounts for all the letters.
This may be the basis of clue (or it may be nonsense).

'having' acts as a link.

(Other definitions for streak that I've seen before include "Stripe of contrasting colour" , "Go faster" , "Run naked as stunt" , "Unbroken series, of luck say" , "Unbroken series of events" .)
