spiral

'wind' is the definition.
(spiraling is a kind of winding)

'cuts back almost everything' is the wordplay.
'cuts' becomes 'rips' (ripping is a kind of cutting**).
'back' says the letters should be written backwards.
'almost' means to remove the last letter (most of the word but not all of it).
'everything' becomes 'all' (I've seen this before).
'rips' backwards is 'spir'.
'all' with its last letter removed is 'al'.
'spir'+'al'='SPIRAL'
