'firm can't carry?' is the definition.
I know nothing about this answer so I can't tell whether it can be defined by this definition.

'deficit' is the wordplay.
I cannot really understand how this works, but
'deficit' could be 'loss' (I've seen this before) and 'loss' is present in the answer.
The remaining letters 'heavy' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...

'the' acts as a link.
