'foreign money in bars' is the wordplay.
'foreign' indicates an anagram (foreign order of the letters).
'in' means one lot of letters goes inside another.
'bars' becomes 'bans' (I've seen this in other clues).
'money' is an anagram of 'ynome'.
'ynome' placed into 'bans' is 'BY NO MEANS'.

'taking' acts as a link.

(Other definitions for by no means that I've seen before include "Definitely not" , "Forbids" , "Without using any method" , "Certainly not, perish the thought" , "Certainly not, not in any way" .)
