'deliberately vague' is the definition.
(I've seen this before)

'over travel document in there' is the wordplay.
'over' says the letters should be written backwards.
'travel document' becomes 'visa' (I've seen this in another clue).
'in' indicates putting letters inside.
'there' becomes 'eve' (I can't explain this - if you can you should give a lot more credence to this answer).
'visa' inserted into 'eve' is 'evisave'.
'evisave' reversed gives 'EVASIVE'.

'first lady turned' is the link.
This may not be correct. Some or all of it may belong to another bit of the clue.

(Other definitions for evasive that I've seen before include "Prevaricating" , "Shifty; equivocating" , "Trying to avoid commitment" , "Shifty, dodging question" , "Avoiding answering" .)

I've seen this clue in The Irish Times.
