I believe the answer is:

(I've seen this before)
'democrat's launched' is the wordplay.
'democrat's' becomes 'dis' (I can't justify this - if you can you should believe this answer much more).
'launched' becomes 'sent' (I've seen this in another clue).
'dis'+'sent'='DISSENT'
