(I've seen this in another clue)

'on again deceived one' is the wordplay.
'on' means one lot of letters go next to another.
'again' becomes 're'.
'deceived one' becomes 'lied' (I can't explain this - if you can you should give a lot more credence to this answer).
're' next to 'lied' is 'RELIED'.
