Description of flower power? (13)

Ross

I believe the answer is:

hydroelectric

I'm a little stuck... Click here to teach me more about this clue!

'description of flower power?' is the definition.
Although both the answer and definition are adjectives, I can't understand how one could define the other.

'of flower power?' is the wordplay.
'of flower' becomes 'hydro' (I can't explain this - if you can you should believe this answer much more).
'power?' becomes 'electric' (electric power is a kind of power).
'hydro'+'electric'='HYDROELECTRIC'

Can you help me to learn more?

(Other definitions for hydroelectric that I've seen before include "Sort of power" , "Like water-driven power stations" , "Power generated by water" , "Of the generation of power using flowing water" .)

I've seen this clue in The Independent.
